Consistent with both federal and state mandates and directions, the Detroit-Wayne County Community Mental Health Agency (Agency) and its partners have been engaged in transforming the mental health and substance abuse system to one that is welcoming, accessible, responsive, and incorporates best practices and the principles of recovery. Kenneth Minkoff, MD, and Christie Cline, MD, MBA, PC, have been consulting with MDCH and the Agency to assist in this transformation effort. Drs. Minkoff and Cline have conducted workshops using the Changing the World Power Point presentation. The interested reader will find that the presentation conveys their Comprehensive, Continuous, Integrated Systems of Care (CCISC) program and recommendations for systems change based on it.
As part of the multi-year implementation strategy toward systems change, the Detroit-Wayne County Mental Health and Substance Abuse Transformation Project Charter was created. It emphasizes the commitment of system partners to champion, take ownership of, and implement the steps necessary to transform the system to one that is welcoming, comprehensive, continuous, integrated and based on principles of recovery. The Charter is still in preliminary draft form and feedback from readers is welcome.
